Guy Makes Two Toddlers Cry on Halloween

I think it's fun to scare kids that come to your house on Halloween. But it is not cool to scare the toddlers that come to your house on Halloween. This guy did not choose his victim wisely and he made these two little girls cry. At least he was sorry and gave them half the bowl of candy.
