Just after midnight on Thursday, officers of the Sioux Falls Police Department were dispatched to 41st St and Kiwanis Ave in Sioux Falls for a motor vehicle accident.

Prior to the officers arrival one of the vehicles involved in the accident left the scene of the accident. The other driver involved in the accident was able to provide a vehicle description and a license plate number to Metro Communications.

When the officers arrived they learned that the suspect vehicle had rear ended the victim's vehicle at a red light. The victim's vehicle had been occupied by two people and both persons had complaints of neck and leg pain from the accident. They were both evaluated by paramedics at the scene but did not require hospitalization for their injuries.

At 12:08 AM an officer that was in the area of 22nd and Kiwanis Ave located the suspect vehicle traveling north on Kiwanis Ave. The officer initiated a traffic stop, but the suspect driver refused to stop for the officer.

The officer followed for several blocks, but discontinued pursuing the suspect after the suspect exceeded the posted speed limit and the officer observed the suspect stop for a red light at 12th and Kiwanis then proceeded to run through the red light.  He was last seen turning east onto Madison St from Kiwanis Ave.

At 12:16 AM police received a call from a resident in the 400 block of North Western Ave with a report that a vehicle, matching the suspect vehicle’s description, had struck a parked car. Witnesses in the area saw the suspect vehicle head south on Western Ave then drive off of the road way near 9th St and Western Ave.

The suspect vehicle traveled down a railway embankment and came to rest in a back yard between Western Ave and Jefferson Ave, just south of 9th St. The driver was still behind the wheel when officers arrived.

The driver did not have any injuries and the officers were able to arrest the driver of the suspect vehicle without further incident. The driver of the suspect vehicle was identified as 35-year-old Dusty Strom of Brookings, South Dakota

During the subsequent investigation it was discovered that, in addition to the original accident at 41st and Kiwanis Ave., Strom struck two parked vehicles in the 400 block of N. Western Ave and a parked vehicle in the 300 block of N. Western Ave. Strom was charged with DWI 4th, Aggravated Eluding, Injury Hit and Run-Felony, 3 counts of misdemeanor Hit and Run, No Proof of Insurance, and Following Too Closely.  Strom is also currently on probation for a DWI 3rd conviction.
