On Thursday, March 3rd, 2016 an officer with the Sioux Falls Police Department stopped a vehicle in the area of 49th St and Racket Dr. for a speeding violation.

As the vehicle came to a stop a passenger in the vehicle fled on foot carrying what was described by the officer as a back pack. The officer stayed with the vehicle and the driver.

Other police units came into the area including a police K-9 unit. The suspect was seen running south bound through a parking lot of an apartment complex near 53rd St and Louise Ave by the K-9 officer.

As the K-9 officer exited his patrol car the suspect was given commands to stop by the K-9 officer but the suspect continued to flee southbound though the apartment complex and quickly disappeared from sight. The suspect was tracked by the police K-9 to an apartment complex parking lot near 4709 S. Baha Ave.

As the K-9 team was searching for the suspect a resident of the apartment complex told the officer’s that the suspect was hiding under a nearby vehicle. At the same moment the suspect emerged from under a car with an unidentified black object in his hand.

He was given several warnings to stop by the K-9 officer or risk being bitten by the police dog. The suspect dropped the object he was holding and fled on foot.

The police K-9 was sent after the suspect and he was quickly apprehended by the police K-9. The suspect was taken into custody without further incident.

The officers were given updates that the suspect had possibly been armed with a hand gun when he fled from the traffic stop. The officers searched the area and located an Airsoft replica handgun near the car the suspect had been hiding under.

The suspect was identified as 19-year-old Rundial Kun Biliu of Sioux Falls. He received minor puncture wounds on his lower leg from being bit by the police K-9. He was transported to the hospital by the arresting officers for medical treatment.

Upon his release he was lodged for 1 count of Fleeing Police, 1 count of Obstruction of a Law Enforcement Officer, and several outstanding traffic warrants.
